| Kristina Hals is a Senior Associate
at TAC. She has worked twelve years as a consultant to non-profit
organizations and state and local government, in the field of community
development with specialties in homelessness, supportive housing,
persons with disabilities, criminal justice populations, and persons
with HIV. Her consulting work has encompassed program evaluation,
participatory planning, assistance to state government agencies,
policy analysis, research, and professional writing. Her national
publications include manuals on the housing needs of persons in
criminal justice systems reentering society and asset management
in supportive housing. Prior to joining TAC Inc., Kristina developed
an independent consulting practice of her own that lasted five years
and served as a Senior Project Manager at AIDS Housing Corporation
for six years, where she provided technical assistance and research
to communities throughout New England in planning for the supportive
housing needs of persons with HIV and substance abuse problems.
In addition, she was formerly the director of a program for homeless
women and children in Boston. She has a Master’s Degree in
Urban and Regional Planning from Cornell University.
