Fiscal Year 2012 Budget
On November 14, 2011 a final conference agreement that includes funding for the FY 2012 T-HUD appropriations bill - along with the Agriculture, Commerce and Justice Department's spending bills – was released. The final legislation, H.R. 2112, provides $165 million for the Section 811 program, less than the amount proposed by the House but more than the Senate proposal. The bill includes funds for all Section 811 Project Rental Assistance Contract (PRAC) renewals. HUD estimates there will be roughly $75 million for new units. The appropriations language requires any new Section 811 units to be created through the new Project Rental Assistance (PRA) option and does not allow any funding for new Section 811 Capital Advances. TAC estimates that up to 2,500 new Section 811 PRA units could be created under this option.

HUD has announced its plan for the release of the FY 2012 Section 811 NOFA in
the spring of 2012. This NOFA - which may also include a Section 202 NOFA for Supportive Housing for the Elderly - is intended to draw attention to the new reforms within the Section 811 program enacted by Congress in late 2010 and funded in the FY 2012 federal budget. These reforms include the new Section 811 PRA authority, which will provide Section 811 project rental assistance funding directly to
State Housing Agencies.
