TAC provides comprehensive, coordinated assistance to state and local government officials, service providers, homeless organizations, and Continuum of Care (CoC) planning groups on all issues related to homeless planning and strategy development.

TAC's areas of expertise include housing finance, Medicaid funding for supportive housing, mainstream resource access, Housing First, reductions in reliance on shelter, homelessness prevention, new paradigms of supportive housing, outcome measurements, and linking public mental health and housing systems.

TAC specializes in assisting CoCs and other planning groups to identify gaps in the homeless system and develop and implement evidence-based practices to address these needs. TAC's organizational track record includes the successful planning, implementation, and administration of thousands of units of affordable housing and permanent supportive housing for homeless and other vulnerable populations and the creation of innovative strategies to position homeless providers and CoC to be able to respond to emerging needs, trends, and federal policies.

Recent Projects:

Washington County, Oregon 10 Year Plan to End Homelessness: TAC worked with the Washington County Housing Authority to assist in the development of a 10 Year Plan to End Homelessness in Washington County, Oregon. As part of this work, TAC analyzed and summarized existing homelessness data and carried out complementary research into the patterns of homelessness in WA County, current unmet needs, and the feasibility of either funding new best practices or shifting existing resources towards such best practices. TAC organized the planning and organizing of the 10 Year Plan's working groups, oversaw the planning process, and wrote the final 10 Year Plan along with related marketing materials.

Continuum of Care Governance: TAC has worked closely with CoCs, government officials, and planning groups in rural and urban areas across the country to assess opportunities and challenges to merging with other CoCs. TAC recently worked with stakeholders in 4 rural communities in North Carolina to assess their CoC and made recommendations to improve the planning structure, including merging with the Balance of State CoC.
