Human Services/medicaid


TAC assists states and localities with financing and sustaining evidence-based services and systems of care. TAC works with states to develop federal Medicaid Waivers and Medicaid state plan amendments, often to facilitate increased access to Medicaid reimbursement for addiction services and to expand best practice community support services for people with mental illness or co-occurring disorders, including those living in Permanent Supportive Housing (PSH). TAC has expertise in designing and implementing reimbursement mechanisms that provide incentives for conversion of traditional services models to evidence-based and best practices and the attainment of positive outcomes for priority consumers.

Recent Projects:

 

Indiana Transformation Initiative: Utilizing the Medicaid Rehabilitation Option as Core PSH Services Strategy

 

At the request of the Indiana PSH Initiative (led by the Indiana Community and Housing Development Authority, the Indiana Department of Social Services, Office of Medicaid Planning and Policy and Division of Mental Health and Addictions and the Corporation for Supportive Housing), TAC provided TA to develop the program design and determine feasibility of utilizing Medicaid funded Rehabilitation Option services as the principle services funding source for the state's 1,100 unit PSH development initiative. TAC developed a crosswalk of housing requirements and principles with Medicaid program standards and requirements, and an analysis of projected Medicaid eligibility and enrollment, cost and utilization estimates by intensity and frequency of services. Based on this analysis, it appears Indiana's PSH approach can rely on Medicaid as a major fund source in the future.

 

New Mexico Behavioral Health Purchasing Collaborative

 

TAC assisted the New Mexico Behavioral Health Purchasing Collaborative to develop a 10 year Cross-Disability PSH Plan in 2008. This Plan includes goals for building capacity and created resource opportunities for 5,000 PSH units. TAC is assisting with the implementation of this plan. With TAC's assistance, the Collaborative will begin a year-long training initiative in May 2010 to assist service providers to partner with housing organizations, utilize new Medicaid funding resources, and establish capacity to expand and sustain this initiative.
