Michael Hogan, Ph.D., is Director of the Ohio Department of Mental Health. Since 1991 he has guided Ohio through dramatic reforms. The first major reform was to move from an institutionally-oriented system to one delivering mental health care directly in communities. He also pioneered a shared framework for recovery, a systematic strategy to promote use of evidence-based/best practices, integrated and automated payment systems, a comprehensive approach to measuring consumer outcomes, and collaborative children’s services to empower parents and reduce out-of-home placement. The Ohio Department of Mental Health is recognized for its research, information systems, early childhood and school mental health services, criminal justice diversion programs, and housing development. Dr. Hogan was appointed by President George Bush in April 2002 to chair the President’s New Freedom Commission on Mental Health. He served as member of the National Advisory Mental Health Council (1994-1998), President of the National Association of State Mental Health Program Directors Research Institute (1989-1999), and President of the National Association of State Mental Health Program Directors (2003-2005). In 2002, Dr. Hogan received the Distinguished Service Award from the National Alliance for the Mentally Ill and the Distinguished Service to State Government Award from the National Governors Association.
