Mainstream federal Housing Choice Vouchers are targeted to extremely low-income people with disabilities ages 18 to 62 and their families. Congress first funded Mainstream vouchers in the early 2000s in order to provide younger people with disabilities integrated housing options. In its FY18 and FY19 appropriations, Congress allocated $500 million to the Department of Housing and Urban Development (HUD) for tenant- and project-based Mainstream vouchers. TAC has provided technical assistance regarding Mainstream vouchers to public housing agencies on behalf of HUD, and has helped states and localities use these vouchers to expand permanent supportive housing opportunities.
