Redesigning Elements of Iowa’s Disability Service System

TAC has assisted the Iowa Department of Human Services (DHS) with the planning and implementation of a legislatively initiated disability service system redesign for people with mental illness, intellectual and developmental disabilities, and traumatic brain injury. The redesign includes transitioning administration of public funds from a county level to a regionalized approach, identifying core services to be provided in the system, and developing outcome measures to assess system performance. TAC worked with DHS and other state agency staff, the Iowa legislature, the Legislative Services Agency, and multiple stakeholders to develop a report that resulted in enabling legislation signed by the governor. TAC is now assisting with implementation of the redesign plan, focusing on operations of the new regional structures and on outcome and performance measurement.
