Creating a Balance-of-State Continuum of Care in Nebraska

TAC assisted the Nebraska Department of Health and Human Services in the creation of a Nebraska Balance of State homeless Continuum of Care (CoC). TAC worked with five local CoCs and the State of Nebraska Department of Homeless Assistance Programs (NHAP) to assess the feasibility of merging the five rural CoCs in Nebraska into one consolidated CoC. TAC worked closely with NHAP to position the new Balance of State CoC to submit a successful application in response to HUD’s Notices of Funding Availability (NOFAs) for homeless assistance funds, create and implement a policies and procedures manual, and develop and release a request for proposals (RFP) to distribute new permanent supportive housing funds received from HUD to assist homeless households.
