Foundation-Supported Technical Assistance to Combat the Opioid Epidemic

Since 2018, TAC has partnered with Arnold Ventures to provide resources and technical assistance to states on implementing evidence-based interventions to better meet the needs of individuals with substance use disorder (SUD), including opioid use disorder. In 2019, TAC published “State Approaches to Developing the Residential Treatment Continuum for Substance Use Disorders,” a report highlighting best practices and decision points for state Medicaid agencies that have implemented section 1115 SUD demonstrations and expanded coverage for residential treatment services. Also in 2019, TAC published a report and accompanying Health Affairs blog post profiling leader states’ and health plans’ strategies to expand access to medication-assisted treatment (MAT) through Medicaid benefit design, payment, policy, and performance measurement approaches. Since 2019, TAC has provided TA to several states on targeted approaches to improve the availability and quality of MAT: In West Virginia, by revising Medicaid policies that link MAT to counseling, increasing telehealth flexibilities, and adjusting utilization management processes; and in Ohio, by developing a quality measurement framework for MAT services within Medicaid.
