Ellen Fitzpatrick (she, her, hers) has over eight years of experience working with homeless and low-income populations. She is a technical assistance provider for HUD’s Youth Homelessness Demonstration Program, working with Franklin County, Massachusetts and the Maine Statewide Continuum of Care (CoC) to facilitate a community planning process for ending youth homelessness. Ms. Fitzpatrick has expertise in both the CoC and Emergency Solutions Grant programs, regularly staffing both programs’ national help desks and directly supporting communities with grants management and program implementation. Ms. Fitzpatrick also provides technical assistance for HUD’s Section 811 Project Rental Assistance Program, directly assisting state grantees with program implementation.
Prior to joining TAC, Ms. Fitzpatrick managed the Emergency Solutions Grant rapid rehousing program in Boston, MA — helping hundreds of individuals and families with the transition from homelessness to permanent housing — and co-led a rapid rehousing working group as part of the City of Boston’s Action Plan to End Veteran and Chronic Homelessness. She has also worked in direct service as a housing advocate, assisting homeless households with developing individual housing plans, navigating the challenging rental market and affordable housing system, and overcoming barriers to housing.
