Strengthening the Peer Workforce and Recovery Support Systems

From 2022 to 2024, TAC was a lead subcontractor for the Substance Abuse and Mental Health Services Administration (SAMHSA) through the Peer Recovery Center of Excellence, whose mission is to strengthen the peer workforce and recovery ecosystem to support individuals living with substance use disorders. TAC’s work included assessing: state-level certification processes and alignment with SAMHSA’s National Model Standards for Peer Support Certification; state-level support of SUD recovery services through various funding sources, with identification of innovative practices and recommendations for sustainability; and the provision of direct technical assistance to states seeking to revise certification standards and/or develop new funding models for recovery support services.

TAC analyzed state funding and support for recovery support systems, and presented its findings in Optimizing Recovery Funding, Volume 2: Strategies for State Funding of Recovery Support Services. TAC also prepared a report on States’ Alignment with SAMHSA Model Standards for Peer Support Certification Current Progress & Future Directions, detailing states’ progress and providing recommendations to support alignment and reciprocity.
