TAC has assisted the Allegheny County Office of Behavioral Health and Allegheny Health Choices, Inc. with the development and implementation of the county’s Strategic Supportive Housing Plan. TAC’s work included a baseline assessment of current housing needs, models and approaches in the Allegheny County Behavioral Health System; a housing and services resource inventory and housing capacity assessment; development of strategic planning recommendations and implementation guidelines for ‘Best Practice’ supportive housing models; and development of a Supportive Housing Plan, approved by the State Office of Mental Health and Substance Abuse Services.
TAC’s Supportive Housing Plan for Allegheny County includes the creation of 220-240 new permanent supportive housing opportunities for high priority consumers. TAC has worked with stakeholders in Allegheny County to implement the plan, including assistance with the selection of a Bridge Subsidy Administrator and a Development Intermediary to administer rental assistance and capital funding for housing; creation of ‘how-to’ policies and procedures to guide operations of a Housing Development Fund, a Tenant-Based Rental Assistance Program and a Project-Based Leasing Program; and provision of technical assistance on housing development issues.
