Since 2023, TAC has been a lead TA provider for HSPA, a joint technical assistance initiative by the U.S. departments of Health and Human Services and Housing and Urban Development for states implementing housing-related supports through Medicaid Section 1115 Demonstrations and 1915(i) state plan benefits. TAC conducted comprehensive TA needs assessments for the initial cohort of nine selected states (AZ, CA, DC, HI, MA, MD, MN, MC and WA), which informed both individualized TA and coaching provided to each state, as well as the design and implementation of a year-long TA learning collaborative. This TA helped states to braid Medicaid and other funding sources, overcoming regulatory barriers; align services with housing resources; and assist provider networks in delivering Medicaid-funded housing-related services and supports. In 2024, three additional states (MI, NH, and VT) participated in a second HSPA cohort. TAC continues to provide individualized TA and coaching to states from both cohorts, while also contributing to the design and implementation of in-person and virtual opportunities for peer-to-peer TA and learning.
