HUD SNAPS Unsheltered Team: Encampment Resolution & Addressing Unsheltered Homelessness

TAC is a lead technical assistance provider on the HUD SNAPS Unsheltered Team, a group that helps communities build unsheltered crisis response systems; resolve encampments; and implement innovative housing and outreach strategies funded by HUD’s Special Notice of Funding Opportunity to Address Unsheltered + Rural Homelessness. Additionally, TAC works with HUD to develop national products and community workshops on adapting Coordinated Entry for unsheltered homelessness. Our TA has supported planning for new outreach teams, interim housing, navigation services, health care partnerships, and supportive housing for people with the highest service needs. 

Through our work on the Unsheltered Team, TAC has helped urban, rural, and suburban communities such as Boston (MA), New Orleans (LA), and Contra Costa and San Mateo (CA) to resolve encampments and build an unsheltered response. TAC is able to step quickly into roles and boost local capacity to address unsheltered homelessness, for instance by acting as a project manager alongside city or county staff working to resolve an encampment; developing an encampment prioritization strategy; or pooling resources to address encampments.
