Beginning in 2020, TAC’s multidisciplinary team supported the North Carolina Department of Health and Human Services (DHHS) and a broad range of stakeholders in developing a five-year strategic housing plan to guide the state’s supportive housing expansion efforts. To strengthen the planning process, TAC conducted a statewide environmental scan to assess the housing and supportive services needs of the target populations, conducting interviews, focus groups, and surveys of housing developers and service providers. TAC supported the efforts of workgroups composed of leaders and experts from across the state to develop action objectives and strategies for each of the plan’s five goal areas: affordable housing production, non-development strategies to expand access to affordable housing opportunities, supportive services, coordination among state agencies, and partnerships. The strategic plan calls for the creation of 4,500 new supportive housing opportunities and is supported by development strategies with sufficient capital and rental assistance resources. TAC is now helping DHHS to implement key strategies recommended in the plan, including work with DHHS and regional managed care entities to assess and build provider capacity through training and technical assistance on effective delivery of tenancy support services.
