U.S. Department of Housing & Urban Development (HUD)

For nearly 20 years, TAC has provided HUD-funded technical assistance (TA) to state and local homeless planning groups, known as Continuums of Care (CoCs). In recent years, TAC has worked with CoCs across the country to implement new HUD guidance for strategic planning and respond to new federal policy initiatives. In addition, TAC assists over 30 HUD-funded providers each year to more effectively utilize HUD funds to meet the needs of homeless individuals and families.

TAC also works directly with HUD staff to identify emerging trends in the field and advance best practices. Recently, TAC has taken the lead in rolling out HUD's new Continuum of Care program and in developing HUD's TA efforts regarding the link between housing and Medicaid.

Through HUD's OneCPD Plus TA & Capacity Building program, TAC is also assisting with implementation of the Section 811 Project Rental Assistance (PRA) Program. The PRA program awards rental assistance funds to state housing agencies that have formed partnerships with state Medicaid and health and human services agencies to provide integrated affordable housing for extremely low-income persons with disabilities who require long-term services and supports in the community.

HUD multifamily housing is a key mainstream resource that can help local communities address homelessness. HUD has issued guidance on adopting a homeless admissions preference in multifamily properties that receive its project-based subsidies. TAC helped to create three new resources to help promote the adoption of a “homeless preference.”
