Homeless Crisis Response Capacity-Building in California

Under a contract with California’s Department of Housing and Community Development, TAC provided 24 communities with capacity-building assistance to enhance their homeless response systems. Our consultants provided help developing strategic plans to end homelessness; coordinated entry evaluations and recommendations; disaster preparedness plans; and system maps to right-size outreach, prevention, diversion, rapid rehousing, and supportive housing programs. TA also included helping the state to provide Continuums of Care with a monitoring toolkit that addresses federal and state funding dedicated to programs serving people experiencing homelessness, allowing for a single, comprehensive monitoring review. The toolkit provides guidance on risk assessments, monthly reporting, and remote desk monitoring.
