In 2016, TAC helped King County, WA leaders to develop tools to assess Housing First fidelity in funded programs, among program staff, and across the system as a whole. Tools included data specifications for reports, a sample contract monitoring checklist, and interview questions for program staff. TAC facilitated a discussion among area funders to share the tools and to consider both opportunities and challenges in incorporating a Housing First philosophy into their contracting operations. Funders embraced the project of shifting internal operations to ensure Housing First fidelity in the programs they support, and trained contract monitoring staff on the new approach.
